Open Question: How do I find out about laws pertaining to providing shelter for livestock in Georgia?

There is a house that I have to pass every day, they keep one cow in their fenced-in yard. There is no shelter for this cow, only a pile of hay in the corner. I believe they might be raising it to eat however, my kids cry when we drive by and it's raining and there is no shelter for this cow. Tonight is a very cold night, and I thought I'd see if anyone knows who I contact to find out if farm animals should have shelter.
